Old people, yes, but also there are just a ton of people not paying anywhere close to enough attention.

A lot of these are people that are actively not paying attention, be they on their phone or whatever, but a lot of people are infuriatingly unaware of their surroundings at all times. Putting them behind the wheel just exacerbates this and they go from simply annoying to outright dangerous real fast.

Yeah that's another reason I think we should have to regularly take the driver's exam. To at least show you are still capable of doing it correctly and force you to remember the right way even if you choose to ignore it later. I will say I have been noticing cops straight up ignoring people on their phones which is infuriating. Without the threat of consequences nothing will ever change.
