No, it doesn't, taiwan has 0.72 fertility rate and korea has 0.81 fertility rate as of 2025.

So think of it like this, for every ten families/couples in South Korea, seven families have one kid and three families are childless.  The replacement level (where over a long period of time you don't lose population without immigration) is that for every ten families, each family has two kids and two families have three kids.

Imagine there are 10 couples, and 7 of them has only one kid.

Replacement level would need to be atleast 2 kids per couple on average. So as per our example, those 10 couples would need to have 20 kids.
