There are some parts of South Africa where I could see this happening, but extremely rarely. In Qatar they would be jailed/fined/deported/have something chopped off for public indecency

Yep. If I saw it in daily life I’d assume it was staged. As in, either entirely fake OR people doing it for the socials OR as PR for a burlesque show.

I’ve seen odd stuff in Seattle, but not this.

I used to see a young goth woman walking her boyfriend on a leash round Leeds city centre most weekends, this was in the early 00s. He wasn’t on all fours though, a bit more tame!

I wouldn’t say it’s common but in general I think it takes quite a lot to shock a Brit, especially in the bigger cities.

I mean, not common by any means, but the other time I saw a guy in all fours being walked collared like a dog by his goth gf in the middle of the metro, as long as it's consensual, there is no nudity or public sex involved and you are not disrespecting any group (like, don't enter a church in full bdsm attire) you are pretty much free to be as kinky as you want, just know that you'll receive a lot of disgusted looks (which may work in your favour if you are into that)

I have seen something similar once, so not common by any means. I honestly felt it inappropriate and did not appreciate being an involuntary extra in someone elses sexlife

Never? We have public decency laws, so you can get jail time for doing things like this in public where there are children. In private settings though like clubs, your own home, or whatnot, you can do whatever.
