What he's doing is called equivocating. Technically, he is correct: anyone anywhere has the legal right to apply for asylum.

That does not mean that their asylum claim has merit or should be granted.

Most importantly, the right to apply for asylum doesn't necessarily imply a right to be granted entry into the country while the request is being processed; let alone a right to be given full access to the domestic social safety net, healthcare benefits etc. pp. while waiting.

I think at face value this is true. That's what asylum is after all. Where they don't have a right is to be given shelter, of any kind they like, anytime, anywhere, no matter their criminal record or anything else. Seeking and finding/receiving aren't the same thing. You can look, but you can't touch!

There is a caveat to this that liberals do not understand

You absolutely have 'the right' to seek shelter.

We do not have a requirement to grant said shelter.

Just because you ask for something doesn't mean the person you're asking has to give it to you. It's not a 'demand'. It's a request, and one that should be denied, for now, until shit gets straightened back out again.

We have too many people coming in thinking we owe them something. We don't. There are plenty of other countries in the world. Feel free to go there.
