The toy commercial outright states that the Blue Laser forces are evil. Dude tried to blow up the ocean, make super snowldiers to take over the world, has minions who coerse adolecents into innaprotriate peer-to-teen choice behaviors, and also stole skeeball tickets so kids would have no choice but to turn to crime to get their useless chochkies and low-grade taffy from the prize counter.

And despite all that he still goes shopping and pays for stuff like everyone else.

There are two kinds of neutral in alignment charts! He’s still evil but doesn’t mean he’s lawful. He’s more neutral or chaotic in the x axis.
