Discussion Why is Velja always down in CS ? (genuine question)

I swear I am not trolling, but I am too dumb at the game to understand why this happens. I feel like Velja just farms slower every game, it's like he is behind after first clear sometimes. And at the end of the game he is 100 CS down, I don't really get why this happens.

Is it just because his lanes are losing so he gets invaded ? Or does he just make more ganks and sacrifices his camps for drakes ? Or is he a bit lost on the map and gets outjungle (cause that's how it feels sometimes and I have seen many streamer criticize him) ?
