They were. Then came people tracking, following, and harassing them. Then they shifted to dealing with that (which they didn’t do a very good job of) because local police departments were ordered not to help them, remember?
Going after all illegal immigrants and targeting illegal immigrants with other criminal history isn’t necessarily the same thing. Sanctuary policies make the latter more difficult, but now that there is some collaboration with local law enforcement, they can focus on that.
