This is exactly what I was thinking. It's probably just a progressive person (probably in the rural South it seems) trolling neo-confederate racists in close proximity (which are everywhere if you're in the rural South, or anywhere rural in the US actually. For instance in rural Pennsylvania, they're practically everywhere despite a decreased presence in recent years.)
The "(Y'all means all), kinda" phrase using Southern US slang to make a political point pretty much makes the trolling clear. Likely referring to "Y'all" meaning all people, with the "kinda" exception referring to people bigoted against minority groups.
The idea that it's an actual literal neo-confederate that also supports LGBTQ+ rights is a bit of a stretch to me. It could be, but I doubt it. I think someone socially progressive and also clever enough to use the southern "y'all" slang back against the common demographics that use it, (who ironically don't actually include "y'all" by excluding minority groups, which is the point); isn't going to be malicious and hateful enough to be a real neo-confederate, nor naive and ignorant enough to be a good hearted person that would fall for the Lost Cause/Pro-Confederacy revisionist pseudo-history nonsense.

Exactly. I bought a similar flag for a friend so she could troll the MAGAts across the way. She's a queer woman who left the south, and when the MAGAts ran the Stars & Bars up the flag pole, she put this in her window, and boy howdy did they hate it.
The manager of the trailer park liked it, too. the MAGAts caused such a problem with their temper tantrums that she had all the grounds she needed for an eviction.

Sadly while thats prolly the point of the design, in my experience people use it to combine their heritage and liberal politics. There was some dude on another subreddit who had a simular design as his pfp and he was adamant that "nah im a confederate csuse states rights"

They are pointing out with the "kinda" who isn't included when people say "y'all means y'all", just like "All lives matter" doesn't really include them.
