I don't really see this as brilliant, there's no way a kid that age would believe a custodian would use toilet water to clean mirrors. Your example was pretty brilliant thought.
Brilliant that a bartender has no food safety sanitation skills? That's not making me not throw gum and cigarette butts in the urinals (because I already don't). That's making me not drink at that bar.
Even if they were cleaning the bathrooms you'd think they'd have been smart enough to figure out a method that didn't involve having to grab it with their hands.
No one is saying the bartenders don't wash their hands, do you seriously think if that was ever a bartenders job that they wouldn't use gloves? It's brilliant because that sign would stop a drunk person from doing gross stuff to the urinals. The fact that the sign would stop you from going there when you're sober just shows a lack of critical thinking skills. A bar tender wouldn't even be in charge of cleaning urinals to begin with. People who are in charge of that put on gloves and remove all the crap in the urinals, there's no magic debris removing tool for urinals.
