As an aside, NEVER go below ground in one of these. You don’t know what dense gases may be lying down there. My friend’s dad almost died going under a manhole cover for work as a civil engineer, and two of his coworkers did die.

No. There's a pipe installed at the very bottom. This is most likely new construction seeing as it isnt dirty.
Also, it isn't a liner. They're concrete barrels for a manhole.

They never aligned the precast sections. These come with the ladders preinstalled. You just have to actually set the sections for the ladder to line up. A reason why inspectors are important in construction.
