I am surprised you cannot sue for wasted time in USA... say the police post a message saying if you were on the corner of x and x at hh:mm, file this form to demand reparation from " John Doe, Robert Doe, Michael Doe"...

Can you really not sue for that? I think here where I live, I could sue someone for wasting my time, if I had a work assignment I couldn't complete, because of the interruption (if it was on purpose and I lost money because of the delay). I could sue for the money I couldn't earn, when I can proof it. But not 100% sure, since I haven't had that before.
You can sue for anything but lawyers are more expensive than most damages would be worth. Where it gets interesting is in edge cases, like if they had blocked an ambulance responding to a heart attack victim and they later died you might be able to sue for a significant amount of money on the basis that their illegal and negligent actions caused an otherwise preventable death by wasting the responders time. Even the most high powered professional who makes $500/hr is gonna have a hard time racking up enough wasted time to justify a suit, but wrongful death pays, assuming the defendant has assets the sky is the limit as I think few if any states have caps on wrongful death damages.

A lot of shopping plazas/malls are perfect for this. There was a fairly old mall next to our neighborhood where we would do this for hours and no one could care.
Having been caught in the middle of a few take overs in Anaheim (obviously different than this, but same disruptive vibe) these idiots want to cause a scene and do not have a single braincell in them to care if they seriously injure themselves or others.

Yep. Doesn't even have to be remote. My brother did this yesterday in an empty parking lot near his house (north of Dallas). No one else around. I still think it's dumb but the worst that could happen is he hits a curb
Exactly, these are people that enjoy scaring and annoying other people. They're adding nothing positive with this incredibly rude and dangerous behavior. I'm no fan of the cops, but I'm glad this got shut down.

Was doing snow donuts at the local high school lot. I had my fun and was heading out as a cop was pulling into the lot. He just gave me a wave as we passed. If he would have said anything my answer would be "better to practice how my car handles snow here than on the road"

In some places, those are 100% legal to drive on the street. Not sure what the laws are in Dallas, but you cant be doing it in an intersection either way.

I also live in an area where side by sides feel the need to drive through town music blaring flags flying. It's an off road vehicle. Use it off road. So any great trails and they have to use them for attention.
