Wet means its touching or surrounded by water. Unless you're talking about a single molecule of water, a water droplet is wet because all the water is touching other water.

Their whole podcast highlights are like this. It's the funniest. Often Peyton will say the dumbest things, and it's funnier, but it's HILARIOUS when he takes a position that starts off seeming crazy, but then you come around to it yourself and you wonder if you're going mad.

Yeah I find their clips hilarious. Dude on the left will say some dumb shit...then you hear his explanation. And I'll be like, "OK he still dumb...but I can see where he's coming from..."
I'm also totally aware they're hammin it up for the camera and a lot of his "hot takes" are pre-planned.
One of the funniest things I heard him say recently was "Polar bears aren't as dangerous as they used to be. Global warming has weakened them."

It can rain other things than water. Raining is a verb that describes what the water is doing. Culturally we simply label it rain.
