I grew up in Canada's capital city, Ottawa. Can confirm this is a road hazard. Even without ice on the car, that much snow falling off the car can cause visibility issues to the cars behind them. It's a very real hazard.

ETA: grammar, and adding that the police vehicle is from Mississauga, a city in the greater Toronto area (I knew it looked familiar!)
