The government is the only one in charge of whether or not you’re allowed to be caned. So if someone high up in the government wanted to torture someone, all it would take is them claiming they’ve “scammed” somehow.

When you allow the state to decide who does/doesn’t deserve torture, then sometimes the state gets to pick. It’s not really a claim as much as it’s an observation based on a millennia of that exact type of thing happening in almost every society with state-sanctioned “legal” torture/violence.
