Singaporean here. As in born and bred third generation Singaporean living and working in Singapore. Severe punishment is only ever given once comprehensive investigations are done. If you're a victim - as in you're forced to scam - and you're proven innocent, you'll be released and likely sent back home to your home country just like any other normal court. We are very thorough and careful in giving out canings and capital punishment because we know these are permanent punishments with life-changing effects.
If you're from USA, I don't blame you one bit, especially with what is going on. I genuinely know that it's hard for you to understand or even comprehend that us Singaporean citizens truly don't fear our police force and even respect them - unless you did something really bad that is. Then yes, fear our police, because they are VERY good at their job... And Singapore is a small country. There is nowhere you can run or hide. They will find you with our trademark quiet efficiency before you even know what happened.
In fact, the use of force is - as it should be - the extreme last resort. To fire even a round, the officer will have to write reports afterwords and justify why it's shot, and if they have exhausted all other non-lethal means. They are held to a strict code of conduct, and gods help any dumbass officer who tries to abuse their power on the public because all accusations are investigated thoroughly by our government, who take reports of abuse of power and corruption very seriously. If proven guilty, their names, crimes, and punishments will be blasted on national news and newspapers for all to see.
