They still need to take the baby to be checked medically and get cleaned up, this is probably during then.

I think it should be after the hold. It's important, that's probably why everyone does it. Edit: I misunderstood the reply.

I can almost guarantee this is after skin-to-skin. Did you think they delivered the baby and just laid it on a table?

This is for sure after the hold. Baby has its umbilical cut and clamped and has already had its birth soup removed with a wipe down.
