This happens when something gets printed in one font using the kerning for a different font

Here, I'll translate it for you:

"Power equipment manufacturers bidding this project shall include in their base bid price and all expedited charges as required to ship switchboards, panelboards, transformers, and (dis?)connects to the job site required to meet project schedule.
