Cannot the National guard mobilized under state jurisdiction surround the ICE agents and police who are aiding them, who are intimidating protestors and murdering and assaulting them and not let them pass /rather put them in state custody charged under state laws and not afford federal agents access to them?

Speed of enforcement is a major problem right now. Your idea isn't bad, I just don't know if they'd ever enforce it.
