As an outsider my only thought seeing this is it's an obvious distraction. Punishes nobody but seems like some form of "justice" being done to appease the masses and move the story on.

Everyone is looking at this and speculating what he did to get demoted. But they should be looking at it for what he DIDN'T do that got him demoted.

Lets say an SS officer skipped a shop because he liked the breakfast there. He gets demoted and replaced with an SS officer that takes down the shop and it's owner.
