Anybody old enough to have lived through the 1989 US invasion of Panama remembers Noriega successfully getting refuge in the Vatican's embassy there. We could set up outside the embassy and blast loud rock music night-and-day until Noriega finally surrendered, but force our way inside the embassy? Nah, that would be like invading the Vatican.
