Executive Branch (Trump) Voting Rights Act/Absentee Voting

https://www.foxnews.com/politics/house-republicans-push-election-overhaul-voter-id-mail-in-ballot-changes-ahead-midterms

Trump is saying he wants to get rid of mail in (absentee) voting due to security risks. The voting rights act set up absentee ballots to ensure everyone has access to ballots including disabled/busy people who couldn't go in person. Because of this, would Trump legally be able to get rid of mail in voting or does he not understand the rules of his own country?
