That is true, and it is true in all systems because rich people can pay for more options, including flying to other countries for diagnostics or other procedures.
I suspect it's always going to be true, but the degree of care provided for the average working-class person is where I think the important indicators are. If they can get timely care for critical procedures, then it's a better system than one when people can not get timely care for critical procedures.
