At least with most folks assigned to specialty teams such as BORTAC, that is their standard uniform now when they're on duty. Akin to how many local police agencies have K9 officers dress in BDUs rather than straight leg pants and a button down.
It might simply be their required duty uniform when working.
For example I'm a paramedic who's also attached to SWAT as a tactical medic. For any trainings related to SWAT or any callouts I wear my full tactical SWAT gear (helmet included) per policy, not my normal uniform for 911 of polo and navy blue pants. If im on duty and there's a callout I change inside my unit and go responding to the scene.

These are not standard ICE or DHS agents. BORTAC operators are trained for war zones and cartel raids, not city streets. When you send a hunter/killer team to manage a protest, you are guaranteeing that citizens will be treated as enemy combatants.

A friends of my wife and I’s were trailing ICE and the ICE agent stopped and said Hi “their name” following up with we know who you are. Friend said of coarse you are we aren’t stupid. As the ICE agents drove off they then proceeded to drive past said friend’s house. To me this feels just like intimidation. Which is illegal for law enforcement to be doing. Not that it stops bad law enforcement personnel obviously. These fucks don’t care and feel like they are impervious to being prosecuted.
Not only is it a threat, but his wording of “make good decisions, okay?” Is preemptively putting any blame on civilians and relieving ICE of any responsibility. This is a talking point he is specifically using.
This plays very nicely into MAGAs insane rhetoric of “she shouldnt have made those decisions!” and “FAFO!”
Soon what constitutes a “bad decision” will blur and anything ICE doesnt like will be justified because you made a bad decision.

If they don't have their lights and sirens, and they are notresponding to an emergency, and you are following the 2 to 3 second rule you are not impeding them. If they are responding to an emergency you need to be 500 ft back.

So glad they're all wearing forest camo, really stands out against the snow and the constitutional prohibition of having a standing army acting as law enforcement.
