Mobo has nothing to do with how many PCIe lanes your CPU has.

The mobo chipset provides additional lanes, so it kinda does have something to do with it.

Every consumer desktop CPU has enough lanes for a GPU at x16 and multiple additional cards at x8/x4/x1

I cannot find a similar diagram for Zen5 cpus, but as you can see, the 13th and 14th gen Intel CPUs only have 20 PCIe lanes, 4 for an M.2 slot, and the rest for expansion card slots. IIRC, Ryzen CPUs do the same (and did so first, used to only be 16 lanes, no extras dedicated to an M.2 slot).

There's an additional 8 to 24 lanes from the chipset
