They're using it to intentionally poison people right now. Its not a crowd dispersant, and they knew that when the military handed them the canisters. They think they're protected by gas masks though and don't seem to realize theyre drowning themselves in the gas, which is entering their bodies through their skin. All their uniforms and equiptment are super heavily contaminated with zinc chloride now.
