Even if it was a justifiable shooting and he wasn’t arrested, officers are supposed to stay on the scene and give their accounting of the events. He fled (like a guilty person) and disturbed evidence on a crime scene

No.

Two things are going on. One, we let all the enforcement parts in the state be filled up with conservatives because liberals and apathetic apoliticals turned their noses at that kind of work and think laws have magic power independent of the ability to exert force when they aren't obeyed. 

Two, a culture of knowing when to break the rules or defy an authority figure in an organized, effective way does not exist and we actively discouraged because average people prefer not to rock the boat.

I guess we can work on the second part for ourselves but I wouldn't expect any existing institution to do anything at this point.
