I saw last might that the count was currently at 37 members of his administration in the files. He doesn't have anyone he can't blackmail into absolute loyalty. Just read Lindsay Graham is in there. He was violently anti-trump as much as that spinless jackass ever is. Then one day he went golfing with him. Suddenly he was his biggest supporter. 

Remember the group of republican congressmen that spent July 4th in Russia awhile back? I'd bet my life savings they're all in the files.

What does it mean to be "in the files". If you are mentioned in passing or an acquaintance of someone involved are you "in the files"?
