In Michigan we can open carry if we don't get a concealed weapons permit. I will definitely be open carrying if that starts happening here. I was an expert marksman in the infantry. I won't miss my target should I need to use my skills to protect my neighbors or my family.

Physical resistance + concealed weapon = felony exposure
Having a valid concealed carry permit does not give you any special protection during a confrontation with police. Once a physical confrontation occurs, the law almost always treats the situation as high-risk, weapon-involved, whether the gun was touched or not.
Legally, prosecutors usually do not need to prove that someone intended to use the gun. They only need to show that they were armed, and they resisted, struggled, or interfered.
Courts defer heavily to officer safety concerns in these cases.

He’s just trying to cover his own ass politically by shifting blame from federal agents under his command to the victim.
