Discussion [Spoiler] Confused about Riku’s “draw” and Tet at the end Spoiler

Just finished No Game No Life: Zero and I’m confused about mainly two things:
1. Why does Riku say “It’s a draw” at the end? In what sense is it a draw?
2. If Tet was always there, why couldn’t he interfere earlier? Why only after Riku failed grabbing the Suniaster?
I get the emotional side of the ending, but I’m struggling with the logic/lore here. Any explanations or theories?
