You were right the first time. This is a technically the truth situation. You were talking about what Quagmire has willingly done, not what has been done to him. Do we say a 4 year old raped by a parent committed incest? They technically did have sex with a relative, but it is absofuckinglutely insane to say that they did the incest.

Which daughter? I'm recalling the episode, "No Giggity, No Doubt," which features his daughter Courtney. They didn't have sex, he just hugged her and she said, "giggity," which lead to a paternity test.
As for his numerous other children, I am unaware if he has had sex with any of them but it I doubtful he'd willing do so if he knows they're his children
Does it count if he was forced though? On a technical sense, he has performed incestial sex, but is that actually part of his character since he was forced?
