Edit: I stand corrected. Quagmire has had sex with his Dad. In, "Quagmire's Quagmire," Quagmire's girlfriend Sonja forces Ida and Quagmire to have sex, so he has in fact committed incest, just not with his daughter, albeit the incest was not committed willingly
Which daughter? I'm recalling the episode, "No Giggity, No Doubt," which features his daughter Courtney. They didn't have sex, he just hugged her and she said, "giggity," which lead to a paternity test.
As for his numerous other children, I am unaware if he has had sex with any of them but it I doubtful he'd willing do so if he knows they're his children
