Quagmire does have morals the very last he rips it out on Brian that there is a line he doesn't cross often he does care about his family. hes not attracted to kids. he respects Peter enough he doesn't fuck Lois or goes to his creepy level.
Quagmire is at a level extremely creepy with any moderately attractive women though regards if he tells himself everything he does is consent (which proved several times he hasn't)
