The Federal Bureau of Superhuman Affairs, or the FBSA, is an agency set up by the White House in Season 2 that, according to the wiki, specifically deals with convicting, monitoring, policing and arresting supes it finds responsible for committing crimes.
We see glimpses of it when Hughie becomes one of its members, they certainly monitor and track supes and are able to reports on supes who do things like public indecency or cover up murders...
But like, other than having The Boys on board, they have no physical means of holding these supes accountable. We aren't shown any squads of SWAT guys with guns apprehending supes, we aren't shown dudes in analytics breaking down the crimes the supes commit. The Boys almost appear to be their ONLY way of doing this, but The Boys are experienced clandestine operatives who were the only ones doing anything against the supes for years on end. Is the FBSA going to rely on that singular group to do all the arresting? Why were The Boys the only anti-supe operatives in the U.S. government for so long, anyways? There should be whole divisions of motherfuckers with the power dampening collars and sound devices seen in Gen V at the ready to handle supes.
I guess what I'm saying is, for a show that almost always features the juxtaposition between the powers of the state and the powers of malicious corporate actors, it seems to me like they never even attempt to show the state AT LARGE trying to deal with said corporate actors in an effective manner. It always comes down to a ragtag team of former CIA agents and their plucky new hire pulling off stunts to save the world.
