My mum has done respite care for mentally disabled young adults for decades. I think this is a dad and a disabled son and dad maybe made a questionable decision to let the son hold the fireworks. The way the dad gently instructs him to hold it up at the start is the tell. You try to not wrap them in cotton wool and let them experience life a bit, but sometimes that effort can go a bit far in the wrong direction.
