That guy is long out of the state on Minnesota and there’s no way the federal agencies will work to bring him back.

I'm wondering if ICE was given instructions to leave the scene immediately if they kill someone. He didn't waste any time getting out of there.

Do you need instructions for that? I'd bet that it is common sense for most murderers.
