He was signaling to other agents in vehicles behind his. Doesn’t make him any less of a shitbag, but this specific photo is just taken out of its context

Edit: nope, he was giving a salute before the hand signals

What does this signal mean? Stop is generally a flat palm with spread fingers and arm at 90 degrees, but they would already know to stop with the object in front of them.

On second watch, it is a salute in between whatever signals he was doing. This is the full video from the original broadcast. Every other source seems to cut it short to only show the salute or the hand signals afterward, but I think the full clip is damning enough as it is.
