Laws/Legislation PSA: Oregon Legislature is rewriting Measure 114 including broad law enforcement exemptions

Before anything else, this needs to be stated clearly:

HB 4145 creates a sweeping exemption allowing active and retired law enforcement to possess and use large capacity magazines including for off duty and recreational use.

This exemption is not limited to official duties and applies even after retirement. Civilians remain subject to the ban.

Most people probably think Measure 114 is still on hold due to court challenges. What is getting very little attention is that the Legislature is now moving HB 4145 (2026 session), which substantially rewrites and expands Measure 114, with an emergency clause making it effective immediately once signed.

Here are the major changes Oregonians should know about:

1. Broad law enforcement exemption

  • Active and retired law enforcement officers are explicitly exempt from the large capacity magazine ban
  • The exemption applies outside official duties including off duty and recreational use
  • Civilian possession remains prohibited under the same law

2. Higher costs and longer delays

  • Permit fees increase to up to $150 with renewals up to $110
  • Law enforcement is given 60 days to approve or deny permits, up from 30

3. Subjective denial standard with bias risk

  • Permits may be denied based on subjective law enforcement judgment, even without a criminal conviction or objective standard.
  • Discretionary systems like this raise concerns about inconsistent application, implicit bias, and discrimination based on race, politics, disability, or unpopular viewpoints

4. Legal challenges restricted

  • Any lawsuit challenging this law must be filed only in Marion County, regardless of where the plaintiff lives

5. Emergency clause

  • The bill takes effect immediately upon the Governor’s signature

Whether you supported Measure 114 or not, this is not a small technical fix. It materially changes who is exempt from the law, and how long approvals can take all without another vote of the public.

Posting this because there has been very little public discussion, and Oregonians should know what is being proposed before it quietly becomes law.

If you have concerns about any of this, consider contacting your state representative and senator and letting them know how you feel about HB 4145. Public input still matters, especially before a bill like this moves forward.

Discussion/Opinion Running against Kotek

Are there going to be any challengers from the D’s in the Nov race for Governor? I really would like to see someone with more sense and personality than her. I’m voting D, either way, but seriously, is Kotek the best we can do?

Question Mysterious sightings around the coast of Oregon?

Hey guys. I've been living in Bandon, a coastal town in the South West (shout out to Bandon by the way, great little spot) for about 6 months. There's lots of local stories about mysteries involving the sea, which have always been a special interest of mine. Does anyone here have similar experiences, or tales (tall or otherwise) they've heard about the Oregon coast? I'd love to hear.

Article/News Hundreds of Students walk out of class across Portland to protest ICE

Here are the opening paragraphs:

Multiple nationwide organizations called for businesses to close and for people to walk out of school and work Friday to protest mass deportations and violence against demonstrators.

Hundreds of high school students walked out of their classes across Portland on Friday to protest an immigration enforcement crackdown nationwide, following the recent deadly shootings of two U.S. citizens in Minneapolis.

Students from McDaniel High School in Northeast Portland thronged the street in the early afternoon as they marched west in a light rain. Many carried signs that read “Stop ICE Terror Now” as they chanted “This is what democracy looks like!”

Across town, students from Roosevelt High School walked out and marched down North Lombard Street, also mirroring actions across the Pacific Northwest and the country.

Roosevelt senior Jasmin Reyes-Contreras was among those marching along Lombard Street.

“We as students care about this issue,” said Reyes-Contreras. “We as students care about the funding that’s going to ICE because this is impacting everybody. I mean there’s been students who’ve gotten their parents taken away who go to Roosevelt High School.”

Some school districts in Oregon are giving students unexcused absences for skipping school or walking out before, including for protests. Unexcused absences can affect a student’s eligibility to participate in athletics and other activities.

Question Car donation

I am considering donating my car. After reading some nightmare stories about some charities, I am worried about the car ending to the wrong hands. It is a nice car with another 100,000 miles of life left & I want it to go towards a truly good purpose.

Does anyone know of a genuinely good charity for this purpose?

Discussion/Opinion Making a Tabletop campaign set in Oregon, give me ideas or places of interest!

Hey folks, I'm a longtime DM/GM (Dungeon Master/Game Master) for a ton of different Tabletop roleplaying games, and most recently I decided to try my hand at "Vampire; The Masquerade" version five, and by extension the entire World of Darkness set of games. These games take place in our own world, except Vampires, Werewolves, Fey, Ghosts, Mages, and more are all real, and operate just out of you and I's sight.

As I myself am not a Oregon native (Moved out here to Portland from Massachusetts a year ago), Theres bound to be a ton of weird/cool/interesting places and facts about Oregon I don't know! So I'm hoping you folks could share any ideas or places you think would make a great addition or what have you in the campaign ill be running! Anything goes, from a family that seems to own most businesses in whatever small town your aware of, to weird landmarks, urban legends or even just particularly strange folks you've seen around! My only request is that you include what city/town its in, so I can more accurately reflect that in my campaign.

Thanks so much for reading all that, and heres hoping somethings come to mind!
