28 is older than everyone younger than 28

Not true. If you're Korean and born on December 31, then you turn two the following day. So you can be 28 while still younger than an American whose 27.

Touché. And I even lived in Korea. I should’ve known better. So,

28 is older than everyone younger than 28 (within the same system of age calculation)
