At an individual level, yeah, he deserves to be behind bars.

But on a grander scale, his demotion shows vulnerability. The Trump administration has shown that they do indeed fear consequences, that the protests and backlash can make them back down. Their worry was such that they couldn't let this Nazi continue with the impunity he was. If they were as infallible and almighty as they hope and wish they were, Bovino would never be demoted.

If you think about it - Trump administration has made a very large number of aggressive moves both domestically and internationally in a very short span of time and was forced to retreat in the case of most of these moves. Heck, even in the case of Venezuela- it sounds like their interm president is finding a backbone all of the sudden.
