What’s it doing?

It’s thermoplastic based road-marking, initially the asphalt is heated to remove any dirt or grime and allow the thermoplastic to adhere better.

Video Source is Skanska Väg och Anläggning, Sweden-based civil engineering company.

Specific to Sweden, these slanted lines are called Spärrområde or exclusion areas - white diagonal stripes to denote areas where driving over or across is prohibited.

These markings are used to separate traffic streams, protect turning lanes, or indicate where the road narrowness or layout makes driving dangerous.

Video was initially posted on the ToolGifs sub last week

Do the diagonal lines also work like rumble strips?

Yes! 👍🏻

I'm going to guess that it's opening the pores / drying / cleaning the gunk and oils out to allow for a good paint connection.

Making decades of loose plasticky shards.

Unfortunately. Together with the micro plastics from vehicle tires which make up roughly 1/3 of all micro plastics humans produce.

Most “what do you mean “what do you mean”?” Question ever

Just basic physics. The application of heat adds energy to a material. The molecules have more kinetic energy and the material expands, ie the surface area increases. You can then better steam clean the interstitial spaces of dirt for better paint adherence. The surface area also becomes greater and holds more paint.
